NEIWPCC is seeking a full-time Environmental Analyst to collaborate with municipal stakeholders and community leaders to develop and implement plans to protect drinking water sources throughout the Capital Region of New York state.
What You’ll Do
As a NEIWPCC Environmental Analyst and an essential member of the Drinking Water Source Protection Program (DWSP2), you will:
Work with municipal leaders, water operators, consultants, local health departments and other community stakeholders to develop DWSP2 plans and provide technical assistance during plan implementation.
Collect, analyze, and maintain environmental data to inform recommendations and prepare technical documentation for a variety of stakeholders and for external outreach.
Utilize GIS to create community maps and will be a resource to for questions related to sources of drinking water and locations of possible contamination.
Assist with other tasks related to water supply protection, such as water quality sampling, database management, data analysis, performing sanitary surveys or capacity assessments for public water systems.
Preferred Qualifications
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:
A degree in environmental sciences or related field
Knowledge of and experience with aspects of drinking water quality programs, state/federal regulations, watershed management
Experience collaborating with a broad range of stakeholders in implementing environmental programs.
Competence in statistical analysis of large data sets and competence in GIS highly valued.
Logistics
This full-time NEIWPCC position will work 7.5 hours per day and is based in the New York State Department of Health office located in Albany, NY. Duties will be performed largely in an office setting with occasional travel, for which a valid driver’s license and private means of transportation is required. After six months of employment, this position may be eligible for a partial telework schedule for office-based duties, subject to approval and determined by program and office needs. Proof of COVID-19 vaccination required.

A Bachelor’s degree is required. A degree in Higher Education Administration, College Student Personnel, Human Rights, Social Justice or Community Leadership is preferred.
A minimum of two years of experience is required. Experience working in Residence Life or Community Engagement (professional or graduate level) is required.
Experience working in Student Affairs is preferred. Experience working in a residential college setting or experience working with academic and faculty partners is a plus. Supervisory experience of student employees is also a plus.

STEP 3: Statement of Personal History, testing (or proof of degree) and other post-offer tests Those who complete the department interview and are selected to move forward to a background investigation will also be required to complete a thorough Statement of Personal History (SPH) via our online eSOPH system. A deadline will be given at the time you are referred. This is a time intensive document to complete, do not delay in completing this document. Additionally, applicants that are not Oregon DPSST certified must take the REACT written/video test UNLESS possessing proof of a Bachelor's Degree or higher from an accredited institution (proof will be required). We strongly encourage candidates to also complete the Work Attitude Questionnaire and Public Safety Suitability Assessment tests requested by NTN, but the Sheriff's Office does not use it in the testing evaluation at this time. Testing for REACT is available through the National Testing Network (NTN) and can be completed online at home as well as several locations in and out of the state. There is no ORPAT test required. You may schedule your testing by going to the NTN website: https://nationaltestingnetwork.com/ Candidates do not have to wait to be notified to complete the tests. However, only those applicants that move forward to a background investigation will have their scores accepted to continue in the process. Candidates who have a Bachelor's Degree or higher must provide proof in order to bypass the required REACT testing. Proof of degree can be uploaded to the Attachments section of the online application system. If a conditional offer is made, candidates must also pass a post-offer job-related physical and psychological evaluations and drug testing for the use of prohibited drugs. BACKGROUND INVESTIGATION: At any time during the application process applicants may have their background packet activated and assigned to a background investigator. PLEASE NOTE: When the Sheriff's Office directs, a background investigator will contact applicants to schedule an INITIAL INTERVIEW. The INITIAL INTERVIEW will include a meeting with a background investigator to have your photo taken, review the SPH and provide instructions on what documents need to be ordered. Background investigations may run concurrently with other testing processes. Background investigations are comprehensive, therefore they can average six (6) to eight (8) weeks to complete. Delays in processing your background investigation may be caused by not completing all entries, not submitting required documents, or references not responding to an investigator's inquiries. If at any time during the hiring process it is determined by the Sheriff's Office that the candidate does not pass the background investigation the candidate will be notified and the application will be inactivated.
