The Occupancy Specialist is the housing case manager responsible for eligibility review, rent calculation, providing customer service, supporting services, resources, compliance, and other aspects of human services. An ideal candidate will have the ability to effectively manage a large and varied caseload of clients and responsibilities and shows a strong commitment to public service. They will also be problem solver who utilizes critical thinking skills when faced with difficult scenarios presented by prospective participants, community partners, and/or inter-agency partnerships. Incumbents in this classification use significant judgment in interpreting and applying regulations and guidelines, department policies, and precedents to specific cases or problems. Incumbents specialize in interviewing clients and perform initial and ongoing participant eligibility determinations for assigned programs. This recruitment may also be used to establish an eligibility list that may be used to fill additional Occupancy Specialist openings during the life of the eligibility list. Required Minimum Qualifications/ Transferrable Skills:* At least two (2) years of work experience in housing programs, case management, residential services, property management, or other social services An understanding of racial equity and demonstrated experience leading their work with a racial equity lens Must pass a post-offer, pre-employment drug test. TYPICAL TASKS Duties may include: Coordinates and administers various federal/state housing programs including, but not limited to: Regional Long-term Rent Assistance (RLRA), Housing Choice Voucher (HCV) and Public Housing Performs eligibility determinations for housing programs by obtaining and reviewing third-party verification documentation; calculates rent amounts and utility allowances; obtains landlord/tenant signatures; and completes files according to department standards Interviews and briefs program participants on program regulations and requirements; evaluates requests for accommodation from program participants to determine if reasonable; and assesses for need. Schedules and conducts annual and interim redetermination of eligibility following established guidelines, policies and procedures using prescribed software Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion; and actively promotes an environment respectful of living and working in a multicultural society Reviews and investigates cases involving lease and/or program or policy violations Prepares and conducts hearings for program violations Maintains rapport with program participants, landlords, and other associated stakeholders Audits co-workers' files for accuracy and completeness Aids property management with administrative support and handles day-to-day transactions with public housing tenants REQUIRED KNOWLEDGE AND SKILLS Knowledge of: Housing assistance program regulations, policies, procedures, and practices; Federal, state, and local regulations governing assigned rent assistance programs, including Housing and Urban Development (HUD) guidelines; Local rental housing market conditions, including vacancy rates, average rent levels, and geographic constraints; Case management principles and practices relevant to low-income families, homeless populations, veterans, victims of domestic violence, and individuals with disabilities; Oregon landlord-tenant law and/or basic property management experience; HIPAA and laws governing the privacy of protected and confidential information; Knowledge of basic accounting principles and practices. WORK SCHEDULE This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
